2002年8月、現地にて、自転車活用推進議員連盟の小杉隆名誉会長および鈴木恒夫幹事が、「地球の救済は自転車から」という内容のアピールを公表し、出席各国へ呼び掛けを行った。

The Bicycle will save Our Planet
The present Johannesburg Summit (“the World Summit on Sustainable Development”) comes in the footsteps of the historic Rio de Janeiro Summit (1992) held ten years ago. It is an important meeting for taking a close look at the environmental measures that have been taken worldwide since Rio. The present summit is also a major event in the sense that it takes place at a historic watershed for the whole of mankind trying to ensure that the Kyoto Protocol comes into effect despite the United States’ decision to withdraw.
The Legislators’ Association for Promoting Bicycle Use, a non-partisan organization consisting of members of the Japanese Diet, has warm hopes for the success of the Summit and wants to make an appeal to the representatives of all countries participating in the Summit for the further expansion of bicycle use.
The Legislators’ Association’s view is that the bicycle that does not use fossil fuels has a clear role in urban traffic as an alternative means of transport to the motorcar. The Association was established in 1998 for the purpose of dealing with the various issues concerned with the promotion of bicycle use, including the development of a bicycle-friendly infrastructure. At present, investigations are in progress in order to present to the Diet a Bill for the Promotion of Bicycle Use (provisional naming).
While the increase in CO2 emission levels in Japan has leveled off in the industrial sector, emission levels from the transport and public welfare sectors have risen unabatedly. The situation is particularly serious in the transport sector with its continuously worsening increase in CO2 emissions, with automobile emissions accounting for 90%. We recognize the need for encouraging an early shift from car to bicycle use for short-distance transport in order to correct this trend.
All countries, particularly the EU member countries, have worked out various policy measures with a view to a shift from the motorcar society to a bicycle-using society. While taking these pioneering examples into consideration we want to propose the establishment of a Japanese-style model for the realization of a new transport society through cooperation with the countries still in the incipient stage of motorization, especially the Asian countries. It will certainly not be easy to re-channel the wave of motorization with its rapid pace of development into its proper course. Yet, difficult though it may be, we are committed to concentrating the full thrust of our efforts on promoting the use of the bicycle in an endeavor to prevent global warming.
We wish to appeal to all of you who are participating at the Johannesburg Summit to show us, the Legislators’ Association, your understanding of our activities and let us have the benefit of your advice and suggestions by sharing with us your opinions and views. Our concern, above all, is to move forward together with all of you in preventing global warming.
The essential message of our appeal is that “The Bicycle Will Save Our Planet.” Thank you very much.

ヨハネスブルグ・サミット アピール
「地球の救済は自転車から」
今回のヨハネスブルグにおける「環境・開発サミット」は歴史的なリオネジャネイロ・サミット（1992年）から10年を経て、その後の世界の環境対策を点検する重要な会合です。また、米国の離脱にもかかわらず「京都議定書」の発効を見守るという人類史上の大きな節目となる時期に開かれる会議でもあります。
このサミットの開催にあたり、日本の超党派国会議員で構成する自転車活用推進議員連盟は、会議の成功を熱く期待するとともに、参加各国代表の方々に自転車のさらなる活用に向けてアピールを贈りたいと考えます。
当議員連盟は、化石燃料を使わない自転車をクルマに代わる交通手段として都市交通の中に明確に位置づけるとともに、自転車の活用推進に向けた環境整備などさまざまな課題に取り組むことを目的に、1998年に設立されました。そして現在、「自転車活用推進法案」（仮称）の国会上程を目指して研究を続けています。
日本では、産業部門におけるCO2排出量の増加は横ばいながら、運輸、民生部門の排出量増加には歯止めがかかっていません。中でもクルマからの排出が9割を占める運輸部門は深刻で、増加の一途をたどっています。私たちはこうした傾向を是正するため、短距離交通においてはクルマから自転車へ乗り替える方向に早期に誘導する必要があると考えています。
諸外国、中でもEU諸国においては、クルマ社会から自転車社会への移行を目指して、さまざまな施策が打ち出されています。こうした先駆的事例を視野に入れながら、私たちは日本型モデルを構築し、経済発展を続けるアジア諸国をはじめとするモータリゼーション発展途上国との協調による新交通社会の実現を提唱したいと考えています。急速に進展したモータリゼーション化の波を軌道修正することは容易ではありませんが、地球温暖化を防止するため、全力を挙げて自転車の活用推進に取り組みたいと思います。
ヨハネスブルグに集まったみなさん、私たち議員連盟の活動をご理解いただくと同時に、意見交換・交流を通じて、私たちに助言、提言をお願いします。そして、みなさんとともに、温暖化防止に向けて邁進したいと思います。
